Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-04] Moved: Ken Kelash/ Seconded: Debbie Evans RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board approves an increase of $65,600 to the 2006 NRP Administrative Budget (Fund 2300) appropriation to satisfy remaining 2006 budget obligations; and, RESOLVED FURTHER: That the Board hereby authorizes the Director to: [a] reduce the Balance for Fund 2300 by $65,600 to cover this budget increase; and [b] transmit this memo and resolution to the City Council and Mayor as a receive and file for their information and records. ACTION REQUESTED: Approve the Bancroft NRP Phase II Neighborhood Action Plan and authorize the use of up to $265,505 of NRP Program Funds to support the projects and programs in the plan. Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-05] Moved: Peter McLaughlin / Seconded: Beverly Conerton WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Bancroft neighborhood of $265,505 based on the Phase II revenues projected for NRP; and WHEREAS: The Bancroft neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and WHEREAS: The Bancroft NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $265,505 and dedicates more than 70% of that allocation to housing programs, projects, services and activities. BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Bancroft NRP Phase II Neighborhood Action Plan dated January 31, 2007; and RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Bancroft NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $265,505; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $89,359 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $156,321 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($185,852) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above. ACTION REQUESTED: Approve the reallocation of $400,000 within several strategies in the McKinley Phase I Neighborhood Action Plan to address community concerns in the areas of Crime & Safety, Housing, Economic Development and Community Engagement. Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-06] Moved:Mark Stenglein / Seconded: Cara Letofsky RESOLVED: That in accordance with the Minneapolis Neighborhood Revitalization Program Policy Board (Board) policy on "Changing Approved Action Plan and Early Access Requests" (approved by the NRP Policy Board on June 6, 1994 and amended on September 5, 1995) the Board hereby approves that Directors Recommendation to revise two strategies in the approved McKinley Phase I Neighborhood Action Plan and authorizes the reallocation of $400,000 between existing plan strategies as detailed in the Summary of Proposed Changes included with the neighborhood plan modification request. ACTION TAKEN: [NRP / PR#2007-05] Moved: Jeffrey Strand / Seconded: Barbara Johnson RESOLVED: That the Minneapolis NRP Policy Board directs the Chair and the NRP Director to undertake a dialogue with the bill's authors, officials from the participating jurisdictions, and neighborhood organizations; and RESOLVED FURTHER: That the Policy Board thanks the authors for bringing this issue forward.
