    1. New Dates for the 2006 NRP Neighborhood Representative Election
      ACTION REQUESTED: Approve an extension of the filing period for the 2006 Neighborhood Representative Election to October 13, 2006 and change the date of the election to December 12, 2006.

      ACTION TAKEN:
      [NRP / PR#2006-11] Moved: Ken Kelsah / Seconded: Byron Laher

      WHEREAS: No individuals have filed as candidates for the position of Neighborhood Representative for the Revitalization neighborhoods by the filing deadline established by the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board");

      WHEREAS: Concerns have been raised about the potential absence of representation on the Policy Board for the 37 Revitalization Neighborhoods;

      WHEREAS: Conducting a fair, open and inclusive election process that involves all of the city's neighborhoods is an essential component of the NRP;

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board reopens the neighborhood representative election process for 2006 and adopts the following schedule for conducting the 2006 elections for Neighborhood Representatives:

      * Friday, October 13 Filing Deadline for Candidates
      * Friday December 1 Registration Deadline for Electors
      * Tuesday December 12 Candidate forums and Election

      RESOLVED FURTHER: That all candidates who submitted their applications previously be included in the candidate pool and have the option to revise the category under which they are filing without filing a new application.

  5. ACTION ITEM

    1. 2007 NRP Administrative Budget
      ACTION REQUESTED: Approve and adopt the FY 2007 NRP Administrative Budget in the amount of $1,778,889.

      ACTION TAKEN:
      [NRP / FR#2006-12] Moved: Ken Kelash / Seconded: Mark Barbara Johnson

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board (Board) approves and adopts the Neighborhood Revitalization Program Administrative Budget for Fiscal Year 2007, in the amount of $1,778,889 as detailed in "Attachment A" to August 22, 2006 Administrative Budget Proposal memorandum which is incorporated herein by reference;

      RESOLVED FURTHER: That the Board authorizes the Director to spend up to $1,778,889 in FY 2007 on administrative expenses generally in accordance with Attachment A, with total expenditures in the "Compensation" (4000-4900 and 7800-7860 account codes) and "Non-Compensation" categories to be limited to the amounts indicated in that budget, but with discretion to adjust amounts among the specific "Non-Compensation" line items as needed and between "Compensation" and the "Non-Compensation" category for "Professional Services" without further approval from this Board; and appropriates $1,778,889 of NRP Program Moneys for administrative expenditures in 2007;

      RESOLVED FURTHER, That the Director is hereby authorized and directed to request that the City Council, City of Minneapolis, appropriate $ 1,778,889 to Fund CNR0-890-3550 for the purposes herein authorized, and to request that CPED immediately transfer $1,778,889 to the NRP's City of Minneapolis Fund 230; and,

      RESOLVED FURTHER, That the Director is hereby authorized to negotiate and sign any Professional Services Agreements or Memorandums of Understanding needed to secure the services in "Attachment B" to the August 22, 2006 Administrative Budget Proposal memorandum.
