    1. King Field NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the King Field NRP Phase II Neighborhood Action Plan and authorize the use of up to $770,934 of NRP Program Funds to support the projects and programs in the plan.

      ACTION TAKEN:

      WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the King Field neighborhood of $770,934, based on the Phase II revenues projected for NRP;

      WHEREAS: The neighborhood conducted a Phase II neighborhood planning process that began in 2005 and has submitted a King Field NRP Phase II Neighborhood Action Plan ("Plan") that requests a Phase II allocation of $770,934;

      WHEREAS: The King Field neighborhood has allocated at least 70% of their Plan to housing programs, projects, services and activities;

      RESOLVED: That the Board hereby accepts and adopts the King Field NRP Phase II Neighborhood Action Plan and approves the expenditure of up to $770,934 of NRP funds for implementation of the Plan;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] approve the King Field NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $770,934; [b] amend the 2006 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) appropriation by $281,000 from existing fund balance for implementation of the approved Plan; [c] authorize the appropriate City officers to reserve the remaining $489,934 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($539,654) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the Plan and the activities above.


    2. Cedar Riverside Neighborhood Phase I First Step Neighborhood Action Plan

      ACTION REQUESTED: Approve the Cedar Riverside Neighborhood Phase I First Step Neighborhood Action Plan and authorize the use of up to $350,000 of NRP Program Funds to support the projects and programs in the plan.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby accepts and adopts the Cedar Riverside First Step Plan dated April 19, 2006; and

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] amend the 2006 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR- NRP Program Fund (CNR0-890-3550) by $350,000.00 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;
