      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") receives the draft policy on the "Use of Program Income" and authorizes the Director to distribute the draft for neighborhood review and comment in accordance with the policy of this Board;

      RESOLVED FURTHER: It is the intention of the Board that program income remain and be used within the strategy from which it was generated or may be used for other neighborhood needs in keeping with NRP's policy on "Changing Neighborhood Action Plans and Early Access Requests";

      RESOLVED FURTHER: That the Director provide the neighborhoods with an appropriate deadline for the submission of their comments and report the results from the neighborhood comment period to the Board at the first Board meeting after the results have been compiled.

    1. Stevens Square Phase I Plan Modification #13 / Phase II Action Plan Modification #1

      ACTION REQUESTED: Approve the reallocation of $983,927.05 from existing Phase I Neighborhood Action Plan strategies to approved Phase II Neighborhood Action Plan Strategies.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board hereby accepts and adopts Plan Modification #13 to the Stevens Square Phase I Neighborhood Action Plan and Plan Modification #1 to the Stevens Square Phase II Action Plan.


    2. Prospect Park East River Road NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Prospect Park East River Road NRP Phase II Neighborhood Action Plan and authorize the use of up to $347,866 of NRP Program Funds to support the projects and programs in the plan.

      ACTION TAKEN:

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") established a Phase II allocation available for the Prospect Park East River Road neighborhood of $347,866 based on the Phase II revenues projected for NRP;

      WHEREAS: The Prospect Park East River Road neighborhood has conducted an extensive Phase II neighborhood action plan development process;

      WHEREAS: The submitted Prospect Park East River Road NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $347,866 and dedicates at least 70% of that allocation to housing programs, projects, services and activities;

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Prospect Park East River Road NRP Phase II Neighborhood Action Plan dated June 29, 2005;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $333,545 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($243,506) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.
