ACTION REQUESTED: Approve the Kenny NRP Phase II Neighborhood Action Plan and authorize the use of up to $266,533 of NRP Program Funds to support the projects and programs in the plan. Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-10] Moved: Jeffrey Strand/ Seconded: Mark Stenglein WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program ("NRP") Policy Board ("Board") approved a Phase II allocation for the Kenny neighborhood of $266,533 based on the Phase II revenues projected for the NRP; and WHEREAS: The Kenny neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and WHEREAS: The Kenny NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $266,533 and dedicates more than 70% of that allocation to housing programs, projects, services and activities. BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program ("NRP") Policy Board ("Board") hereby accepts and adopts the Kenny NRP Phase II Neighborhood Action Plan dated April 17, 2007; and RESOLVE FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Kenny NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $266,533; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNRO (NRP Fund) by $97,766 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $168,767 for Plan implementation in a reserve account within Fund CNRO for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($186,573) shall be obligated in the first three (3) years after approval of the plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above. Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-11] Moved: Mark Stenglein/ Seconded: Anita Duckor WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program ("NRP") Policy Board ("Board") approved a Phase II allocation for the Kenwood Isles neighborhood of $85,600 based on the Phase II revenues projected for the NRP; and, WHEREAS: The Kenwood Isles neighborhood conducted an extensive and inclusive Phase II neighborhood action plan development process; and, WHEREAS: The Kenwood Isles NRP Phase II Neighborhood Action Plan requests a Phase II allocation of $85,600 and dedicates more than 70% of that allocation to housing related activities with the understanding that $14,400 of additional allocation may be available for future implementation of approved plan strategies. BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board hereby accepts and adopts the Kenwood Isles NRP Phase II Neighborhood Action Plan dated May 7, 2007; and RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve Kenwood Isles NRP Phase II Neighborhood Action Plan, and specifically those parts of the plan that fall under City Jurisdiction, for their Phase II allocation of up to $85,600; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $60,000 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $25,600 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan shall be obligated in the first three (3) years after approval of the plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above. BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Audubon Park NRP Phase II Neighborhood Action Plan dated October 2006; and RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Audubon Park NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $630,862; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $215,552 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $404,810 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% of the amount approved for the Plan ($431,103) shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above. Download the Related Staff Report ACTION TAKEN: [NRP / FR#2007-13] Moved: Anita Duckor/ Seconded: Mark Stenglein WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program Policy Board approved a Phase II allocation for the Lyndale neighborhood of $643,703, based on the Phase II revenues projected for NRP; WHEREAS: The neighborhood conducted a Phase II neighborhood planning process that began in 2005 and has submitted a Lyndale NRP Phase II Neighborhood Action Plan that requests a Phase II allocation of $643,703; WHEREAS: The Lyndale neighborhood has allocated at least 70% ($450,592) of their Phase II Neighborhood Action Plan to housing programs, projects, services and activities; RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board hereby accepts and adopts the Lyndale NRP Phase II Neighborhood Action Plan; RESOLVED FURTHER: That the Minneapolis Neighborhood Revitalization Program Policy Board hereby authorizes the Director to request that the City Council and Mayor [a] approve the Lyndale NRP Phase II Neighborhood Action Plan, and specifically those parts of the Plan that fall under City jurisdiction, for their Phase II allocation of up to $643,703; [b] amend the 2007 General Appropriation Resolution to increase the Fund CNR0 (NRP Fund) by $175,526 from existing fund balance for implementation of the approved Plan; [c] and authorize the appropriate City officers to reserve the remaining $443,177 for Plan implementation in a reserve account within Fund CNR0 for future years expenditures on the approved Plan provided that no more than 70% ($450,592) of the amount approved for the Plan shall be obligated in the first three (3) years after approval of the Plan; and [d] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.
