    1. East Harriet Farmstead Phase II NRP Action Plan

      ACTION REQUESTED: Approve the East Harriet Farmstead NRP Phase II Neighborhood Action Plan and authorize the use of up to $218,316 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: On April 19, 2004 the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board (Board) established the Phase II allocation available for the East Harriet Farmstead neighborhood at $ 218,316 based on the Phase II revenues projected for NRP;

      WHEREAS: The East Harriet Farmstead neighborhood has conducted an extensive Phase II neighborhood action plan development process;

      WHEREAS: The submitted East Harriet Farmstead NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $ 218,316 and dedicates at least 70% of that allocation to housing programs, projects, services and activities

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the East Harriet Farmstead Phase II Neighborhood Action Plan dated June 2005;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $211,889.50 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($152,821) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.



    2. Shingle Creek NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Shingle Creek NRP Phase II Neighborhood Action Plan and authorize the use of up to $323,905 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: On April 19, 2004, the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") approved a Phase II allocation for the Shingle Creek neighborhood of $323,905 based on the Phase II revenues projected for NRP;

      WHEREAS: The Shingle Creek neighborhood conducted an extensive Phase II neighborhood action plan development process;

      WHEREAS: The submitted Shingle Creek NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $323,905 and dedicates at least 70% of that allocation to housing programs, projects, services and activities;

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Shingle Creek NRP Phase II Neighborhood Action Plan dated July 19, 2005;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $312,715 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($215,544) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.



    3. Marcy Holmes NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Marcy Holmes NRP Phase II Neighborhood Action Plan and authorize the use of up to $683,948 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: The Marcy-Holmes neighborhood conducted an extensive neighborhood action plan development process;

      WHEREAS: The submitted Marcy-Holmes NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $683,948 and dedicates at least 70% of that allocation to housing programs, projects, services and activities; RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board (Board) hereby accepts and adopts the Marcy-Holmes NRP Phase II Neighborhood Action Plan dated June 21, 2005;

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $683,948 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($478,763) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.



    4. Bottineau NRP Phase II Neighborhood Action Plan

      ACTION REQUESTED: Approve the Bottineau NRP Phase II Neighborhood Action Plan and authorize the use of up to $224,069 of NRP Program Funds to support the projects and programs in the plan.

      WHEREAS: The submitted Bottineau NRP Phase II Neighborhood Action Plan requests a Phase II allocation at their guideline of $ 224,069 and dedicates at least 70% of that allocation to housing programs, projects, services and activities

      BE IT RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") hereby accepts and adopts the Bottineau Phase II Neighborhood Action Plan dated May 25, 2005.

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor [a] amend the 2005 General Appropriation resolution by increasing the Community Planning and Economic Development Department agency Fund CNR - NRP Program Fund (CNR0-890-3550) by $216,169 and [b] authorize the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above;

      RESOLVED FURTHER: That up to 70 percent of the amount approved for this plan ($156,848) shall be available for obligation in the first three (3) years after approval of the appropriation for this plan.

    5. Kenwood Isles Phase I Plan Modification #7

      ACTION REQUESTED: Approve a modification to the Kenwood Isles NRP Phase I Neighborhood Action Plan, which would create a new strategy to support the Walker Community Library and reallocate $30,000 to this strategy, reallocate $30,000 to support rehabilitation of the Kenwood Park tennis courts, reallocate $10,000 for a portable stage at Kenwood School / Park, and reallocate $5,000 for implementation costs.

      ACTION TAKEN:

      RESOLVED: That, in accordance with its policy on "Changing Approved Neighborhood Action Plans and Early Access Requests" (approved by the NRP Policy Board on June 6, 1994 and amended on September 5, 1995) the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board hereby approves and authorizes the Kenwood-Isles Area Association (KIAA) to modify the Kenwood Isles Neighborhood Action Plan as follows:

      1) That the section previously named Parks & Recreation be renamed "Parks & Recreation & Libraries" with the addition of a new objective and strategy:
      Objective 2: Provide support for the Walker Community Library, which serves Kenwood and eight other neighborhoods. ($30,000) Strategy 1: Improvements for the library may include but are not limited to:
      a) Improved Information Technology b) Enhanced Collection and Multi-Media Resources c) Improved Independent User Capacity d) Updated Children's Furnishings & Equipment.

      2) That the School Play Area Strategy (2.1.1.1) be modified by adding the following: Support purchase of a portable stage for use at Kenwood School and Kenwood Park Facility ($10,000).

      3) That the Kenwood Park Athletic Strategy (2.1.1.3) be modified by adding the following: Support rehabilitation of the Kenwood Park tennis courts ($30,000)

      4) Reallocate $75,000 of Kenwood Isles Phase I NRP funds in the following manner: From: Transportation (4.1.3.1) $45,000 To: New Walker Library (2.1.2.1) $30,000 To: School Play Area (2.1.1.1) $10,000 To: Implementation (5.1.1.1) $ 5,000 From: Capital Fund (1.1.3.3) $30,000 To: Kenwood Park Athletic (2.1.1.3) $30,000

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor authorize the appropriate City officers to enter into any contracts or agreements needed to implement the activities described above.

      ACTION TAKEN:

      RESOLVED: That the Neighborhood Revitalization Program Policy Board hereby approves the amendment of Policy Resolution [NRP / PR#2005-11] adopted at the June 27, 2005 by changing the second resolved clause to:

      "RESOLVED FURTHER: That the Task Force shall consist of 2 Neighborhood Representatives, 2 Community Interest Members, and 3 Elected Officials."
