    1. Policy Recommendation on "Preparation and Processing of Neighborhood Action Plans, Plan Modifications and Early Access Requests"

      ACTION REQUESTED: Accept the report of the Bylaws Committee and authorize the distribution of the draft "Preparation and Processing of Neighborhood Action Plans, Plan Modifications and Early Access Requests" policy to the neighborhoods for their review and comment.

      ACTION TAKEN:
      [NRP/PR#2005-07] Moved: By Kelash and seconded by Stenglein

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board accepts the amended draft report of the Bylaws Committee on the process for reviewing neighborhood Early Access Requests, Plan Modifications and Action Plans; and,

      RESOLVED FURTHER: That the Board agrees that distribution to the neighborhoods is appropriate and that the Board is interested in receiving their comments, modifications, suggestions and reaction before adopting this internal process change; and

      RESOLVED FURTHER: That the Board authorizes the Director to distribute the attached draft Preparation and Processing of Neighborhood Action Plans, Plan Modifications, and Early Access Requests policy for 45 days of neighborhood review and comment.


    2. COPS Reserve Fund (Added to Agenda at the Meeting)
      ACTION REQUESTED: Revisit the action taken at the March 28, 2005 meeting on this issue.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board hereby rescinds resolution [NRP / FR#2005-10] adopted on March 28, 2005.

      ADDITIONAL ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board lay over further action on the remaining funds in the Community Oriented Public Safety Reserve Fund until the May 23, 2005 meeting of the Policy Board.

    1. Hennepin County "Second 7.5% NRP Funds for Bryant Neighborhood

      ACTION REQUESTED: Approve the use of $8,000 of Hennepin County "Second 7.5%" NRP funds to support the programs of the Center for Child Abuse Prevention and Treatment.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Program Policy Board approves the use of $8,000 of Hennepin County "Second 7.5%" NRP Funds to provide funding for the Center for Child Abuse Prevention and Treatment in support of programs offered in the Bryant Neighborhood.

      RESOLVED FURTHER: That this approval is contingent upon the approval of the Hennepin County Board of Commissioners.



    2. Hawthorne Neighborhood Phase I Plan Modification #13

      ACTION REQUESTED: Approve the minor language revisions to two plan strategies and authorize the reallocation of $674,741.57 between more than a dozen existing strategies.

      ACTION TAKEN:

      RESOLVED: That in accordance with the Minneapolis Neighborhood Revitalization Program Policy Board (Board) policy on "Changing Approved Action Plan and Early Access Requests" (approved by the NRP Policy Board on June 6, 1994 and amended on September 5, 1995) the Board hereby approves the Director's recommendation to revise two strategies in the approved Hawthorne Phase I Neighborhood Action Plan and authorizes the reallocation of $674,741.57 between existing plan strategies as detailed in the Summary of Proposed Changes included with the neighborhood plan modification request.



    3. Request to Increase 2005 Administrative Budget Appropriation

      ACTION REQUESTED: Approve an increase of $110,943.12 to the 2005 Administrative Budget appropriation to cover remaining 2004 budget obligations.

      ACTION TAKEN:
      [NRP/FR#2005-14] Moved: By McLaughlin Seconded: Kelash

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves an increase of $110,943.12 to the 2005 NRP Administrative Budget to satisfy remaining 2004 budget obligations; and,

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] amend the 2005 City of Minneapolis General Operating Resolution by increasing the NRP Program Fund (CNR0) by $110,943.12; and [b] authorize the appropriate City officers to enter into any necessary contracts or agreements to implement the activities above.
