    1. Prospect Park Phase II Plan Development Advance Request

      ACTION REQUESTED: Authorize the use of up to $14,412 from the NRP Phase II Plan Development Advance Fund to assist the Prospect Park East River Road neighborhood with Phase II planning activities.

      RESOLVED: That in accordance with the Minneapolis Neighborhood Revitalization Policy Board (Board) Phase II Guidelines, approved on July 24, 2000, the Board hereby authorizes the Prospect Park Neighborhood to submit its NRP Phase I review and begin Phase II Participation Agreement and Action Plan development activities.

      RESOLVED: That the Board authorizes the use of $14,412.00 from the NRP Phase II Plan Development Advance Fund to assist the Prospect Park Neighborhood with Phase II activities.


    2. Standish Ericsson Phase II Participation Agreement Amendment and Development Advance Request

      ACTION REQUESTED: Amend the Standish Ericsson Phase II Participation Agreement and authorize the use of up to $47,145 from the NRP Phase II Plan Development Advance Fund to assist the Standish Ericsson neighborhood with Phase II planning activities.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves amending the Phase II Participation Agreement for the Standish Ericsson Neighborhood Association and authorizes a $47,145 expenditure increase for a new total of $86,723 of Minneapolis Neighborhood Revitalization Program funds from the Phase II Plan Development Advance Fund as an early resource commitment to the NRP Phase II Standish Ericsson Neighborhood Action Plan.

    3. East Harriet Farmstead Phase II Plan Development Advance Request

      ACTION REQUESTED: Authorize the use of up to $6,426.50 from the NRP Phase II Plan Development Advance Fund to assist the East Harriet Farmstead neighborhood with Phase II planning activities.

      RESOLVED: That in accordance with the Minneapolis Neighborhood Revitalization Policy Board (Board) Phase II Guidelines, approved on July 24, 2000, the Board hereby authorizes the East Harriet Farmstead Neighborhood to begin its NRP Phase I review and Phase II Participation Agreement development activities. RESOLVED: That the Board authorizes the use of $6,426.50 from the NRP Phase II Plan Development Advance Fund to assist the East Harriet Farmstead with Phase II activities.

    4. Columbia Park Participation Agreement and Phase II Plan Development Advance Request

      ACTION REQUESTED: Approve the Columbia Park Neighborhood Phase II Participation Agreement and authorize the use of up to $12,000 from the Phase II Plan Development Advance Fund to assist the Columbia Park Neighborhood with Phase II planning activities.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves the Columbia Park Neighborhood Phase II Participation Agreement and authorizes an expenditure of up to $12,000 from the Phase II Plan Development Advance Fund to the Columbia Park Neighborhood Association for administrative support associated with Phase II plan development activities; and

      FURTHER RESOLVED: That this expenditure be included in the neighborhood's Phase II Neighborhood Action Plan as part of their Phase II allocation.

    5. Victory Neighborhood Plan Modification #6

      ACTION REQUESTED: Approve a modification to the Victory Neighborhood Action Plan that adds a new Environment Plan section, goal, objectives and two new strategies.

      ACTION TAKEN:

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves Plan Modification #6 to the Victory Neighborhood Action Plan, which adds a new plan section, VIII Environment Plan, goal, objectives and two new strategies; and,

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request City approval of: 1) a new plan section, goal, objective and strategy in the Victory Neighborhood Action Plan; and 2) authorization for the appropriate City officers to enter into any contracts or agreements necessary to implement the activities above.

    6. Rollover of 2003 Administrative Funds

      ACTION REQUESTED: Approve the rollover of $96,250.46 from the approved 2003 NRP Administrative Budget to the 2004 Administrative Budget to satisfy remaining 2003 budget obligations.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) hereby approves rolling over $96,250.46 from the approved 2003 NRP Administrative Budget into the 2004 NRP Administrative Budget to satisfy remaining 2003 budget obligations; and,

      RESOLVED FURTHER: That the Board hereby authorizes the Director to request that the City Council and Mayor: [a] amend the 2004 City of Minneapolis General Operating Resolution by increasing the NRP Program Fund (CNR0) by $96,250.46; and [b] authorize the appropriate City officers to enter into any necessary contracts or agreements to implement the activities above.

    7. St. Anthony West Litigation

      ACTION REQUESTED: Approve letter of support to the court requesting the awarding of legal fees to the defendant.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) authorizes the Director to prepare and file, on behalf of the Board, an Amicus Brief or letter of support with the 4th Judicial District Court supporting the motion of the Saint Anthony West Neighborhood Organization for reasonable attorney's fees and costs under Minnesota statute 554.04.

    8. Affordable Housing Reserve Fund - Amendment to Guidelines

      ACTION REQUESTED: Approve amending the 2001 & 2003 Affordable Housing Reserve Fund Guidelines by adding a provision to clarify repayment requirements for with long-term or perpetual affordability.

    9. Youth Coordinating Board

      ACTION REQUESTED: Approve the release of $65,000 reserved from the 2003 allocation to the Youth Coordinating Board.

      RESOLVED: That the NRP Policy Board (Board) approves the transfer of $65,000 of NRP funds from fund CNR0 to the Minneapolis Youth Coordinating Board (YCB) for youth activities that benefit neighborhoods as the final payment on its 2003 commitment to the YCB;

      RESOLVED FURTHER: That these funds be used to map neighborhood resources for young people and solicit neighborhood organization ideas on the services, programs and activities for young people that are needed in their neighborhood; and,

      RESOLVED FURTHER: That the YCB shall provide a written report back to the neighborhoods and the Board by March 31, 2005 on the uses of these funds, the specific benefits received by neighborhoods, and the details of the study.



  5. POLICY ITEMS

    1. American Indian Phase II Action Plan

      ACTION REQUESTED: Approve the use of $ 537,207 of neighborhood Phase II funds for an American Indian Phase II Action Plan within the Phillips and Ventura Village plans.

      RESOLVED: That the American Indian Phase II Action Plan funding proposal be forwarded to the neighborhoods for 45 day review and comment to be returned to the Policy Board for final action at the June meeting.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) allocates $ 268,288 of neighborhood NRP funds for Phase II to the Phillips neighborhood as an addition to its formula allocation amount and reserves an additional $ 104,924 from the formula allocation for Phillips for the specific development and implementation of an American Indian action plan (for a dedicated total of $ 373,213);

      FURTHER RESOLVED: That the Board allocates $ 117,889 of neighborhood NRP funds for Phase II to the Ventura Village neighborhood as an addition to its formula allocation amount and reserves an additional $ 46,105 from the formula allocation for Ventura Village for the specific development and implementation of an American Indian action plan (for a dedicated total of $ 163,995); and

      FURTHER RESOLVED: That the American Indian community prepare a Phase II participation agreement for approval by the Board.


    2. Phase II Allocations

      ACTION REQUESTED: Approve Phase II allocations for neighborhoods.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) allocates $ 41,669,210 of neighborhood NRP funds for Phase II to the neighborhoods of the city in accordance with the allocation plan attached as calculated using the Phase II formulas adopted by the Board for the specific development and implementation of Phase II neighborhood action plans; and

      FURTHER RESOLVED: That neighborhoods be informed that up to 70% of the specified allocation shall be available for expenditure during the first three years after approval of their Phase II neighborhood action plan; and

      FURTHER RESOLVED: That 70% of the amount allocated to neighborhoods will need to be expended on housing or housing related programs, projects, activities or services in Phase II to ensure that the program meets its housing obligation.

    3. Proposed Legislative Changes to NRP

      ACTION REQUESTED: Approve a resolution endorsing the proposed changes.

      RESOLVED: That the legislative goals of the clarification of administrative responsibilities and the transfer of authority over funding be pursued and that staff be directed to work with the appropriate City staff and outside counsel to determine how this could be achieved to gain the City's support.


    4. Community Oriented Public Safety Reserve Fund Proposal Recommendations

      ACTION REQUESTED: Approve the review committee recommendations for the use of this reserve fund.

      RESOLVED: That the Minneapolis Neighborhood Revitalization Policy Board (Board) accepts and approves the recommendations of the review panel assessing proposals for funding from the NRP Community Oriented Public Safety (COPS) Initiatives Reserve Fund attached to this memorandum as Attachment B; and

      RESOLVED FURTHER: That the Board authorizes the Director to enter into the necessary contracts and agreements required to expend up to $ 1 million of NRP Phase II funds from the NRP Community Oriented Public Safety (COPS) Initiatives Reserve Fund in accordance with Attachment B.
